Indonesia Pushes to Accelerate Subsidized Housing
Indonesia is stepping up efforts to accelerate its subsidized housing program as the government works to increase access to affordable homes for low-income households.
As of September 21, 2026, the Housing Financing Liquidity Facility (FLPP) had financed 154,034 housing units, equivalent to around 44% of the government’s 2026 target of 350,000 units. The latest figure was discussed during an evaluation meeting led by Housing and Settlement Areas Minister Maruarar Sirait at BP Tapera’s office in Jakarta.
With roughly three months remaining in the year, authorities are focusing on accelerating financing distribution and addressing obstacles that have slowed the implementation of the housing program.
71,000 Subsidized Homes Prepared for December
One of the latest measures is a plan to organize a mass signing involving approximately 71,000 subsidized housing units in December 2026.
According to BP Tapera, the planned event will include both landed subsidized houses and subsidized apartments. The initiative is expected to expand housing choices for low-income communities while helping accelerate FLPP realization before the end of the year.
The government is also encouraging developers of subsidized apartments to upload their available housing projects to the SiKumbang information system. The move is intended to give potential buyers more options while helping financial institutions and housing stakeholders coordinate financing more efficiently.
Housing Target Remains a Major Challenge
The acceleration comes as the government’s broader housing agenda faces implementation challenges.
The government’s 3 Million Homes program includes subsidized housing, home renovations and easier access to housing financing. However, several supporting programs have been progressing below their annual targets.
The Jakarta Post reported that the Independent Housing Stimulus Assistance program, which supports home renovations, had reached 32.5% of its 400,000-unit 2026 target as of September 17. Meanwhile, FLPP financing had reached 150,750 homes as of September 16, according to figures cited by the publication.
The different figures reflect different reporting dates, with BP Tapera subsequently recording 154,034 FLPP units by September 21.
Financing Remains Important for Homebuyers
Affordable housing financing remains a key part of Indonesia’s property market because many households cannot purchase homes without access to mortgage support.
FLPP is designed to provide financing support for eligible low-income households seeking subsidized homes. The government is therefore seeking to increase the number of completed financing agreements while also expanding the range of housing available through the program.
At the same time, developers and banks play an important role in ensuring that eligible housing projects and financing facilities are available in different regions.
Government Seeks More Housing Options
BP Tapera said it is working with developers and financing institutions to expand housing options for low-income communities.
The inclusion of subsidized apartments is particularly notable because it gives the program another housing format beyond conventional landed houses. Developers have been encouraged to register their apartment projects through SiKumbang so they can be included in the subsidized housing ecosystem.
The approach could also help broaden housing options in areas where land availability makes large-scale landed housing development more difficult.
Property Market Watches Housing Program Progress
Indonesia’s subsidized housing program remains closely connected to the country’s wider property sector.
Government-backed financing can support demand for new homes, while developers benefit from clearer access to potential buyers and financing channels. However, implementation speed, housing availability and household affordability remain important factors.
With the government preparing a mass signing for around 71,000 subsidized housing units in December, the final months of 2026 are expected to be an important period for the country’s affordable housing program.
